The Add framework dialog adds a framework in one of two states. Open it with + Add framework at the top right of the Frameworks page. The dialog asks first: "Where is this framework in its life?"

I've already won it — "Upload the framework workbook as an approved reference." The framework appears on the Approved tab.

I'm bidding on a new one — "Start a framework bid — same flow as a tender." The framework appears on the Bidding tab.
To add a framework you have won
Before you begin

You have the framework's pricing workbook as a file.
Procedure

In the left navigation, select Tenders > Frameworks.

Select + Add framework.

Select I've already won it.

Upload the framework workbook.
The framework appears on the Approved tab, and its pricing schedule is on hand when you work tenders that draw on it.
To start a framework bid

In the left navigation, select Tenders > Frameworks.

Select + Add framework.

Select I'm bidding on a new one.

Continue as for a tender from step 3 of B3.2 Uploading a tender.
