Downloading a quote does not lock it. A quote you have downloaded and sent from your own email can still be edited in Vertibid, and its status stays Draft. Only sending by email from Vertibid locks a quote: once the email has been delivered, the quote moves to Sent and its content can no longer change.
What to do instead

Keep your own record of what you sent and to whom, so that a later edit cannot be mistaken for the version the customer received.

To change a quote after issuing it, create a new version rather than editing the one you sent; see C2.9 Copying and versioning a quote.
