The Region card of a document template — "How the document formats dates and numbers." — controls the quotation PDF's text direction and number format. Open it with Edit on a document template's card on Quotes > Templates, under Branding.
Language
Controls the text direction of the quotation. Options: English; Arabic (RTL) — right-to-left layout. Default: English.
Number format
Controls how numbers are printed. Options: en-GB (1,234.56); en-US (1,234.56); ar-AE. Default: en-GB (1,234.56).
To set up a template for Arabic-reading customers
Procedure

In the left navigation, select Quotes > Templates.

In the document templates gallery, select Duplicate on your standard template, then Edit on the copy.

Under Basics, rename it.

Under Region, set Language to Arabic (RTL) and Number format to ar-AE.

Select Save template.
The Live preview flips to right-to-left as soon as Arabic (RTL) is selected. Start quotes for those customers with this template in the PDF quotation field of the New quote dialog.
